A community initiative founded by Caroline Knox of Knox Law
SAIL helps seniors and disabled adults in Western North Carolina remain safely housed and cared for when income, assets, and public benefits fall short.

Why SAIL Exists
Many older adults and disabled individuals in our mountain communities fall into a gap between public assistance and the real cost of care. Their income may be too high to qualify for benefits but far too low to afford assisted living, group housing, or nursing care. Others face delays in accessing assets or approvals while urgent expenses continue.
Without support, they risk losing housing, care, and stability.
After seeing this gap in her work with older and disabled clients, Caroline Knox created SAIL to help fill it.
Who SAIL Serves
SAIL supports seniors and disabled adults living in the mountains of Western North Carolina whose basic needs are not fully met by income, savings, or public programs, particularly those without family support or advocacy.
How SAIL Helps
SAIL provides flexible financial assistance to maintain essential housing and care, including:
- Assisted living and group home costs
- Nursing home and long-term care expenses
- Short-term bridge funding during transitions
- Situations involving non-liquid assets or delayed benefits
Support may be provided as a direct grant or a short-term loan depending on circumstances.
